In a large bowl, combine the flour, yeast, sugar, milk powder and salt. Gradually mix in the warm milk, water, and olive oil until a shaggy dough forms.
I have done this by hand and in my stand mixer, the easier method is with your mixer but you could totally do this by hand. It will take 15 minutes to knead by hand and half the amount of time in a mixer. The dough must be smooth, elastic, and springy to the touch.
Place in a lightly oiled bowl, cover, and leave somewhere warm until doubled in size, about 1 hour. For deeper flavour, cover and refrigerate overnight instead, then bring to room temperature before shaping - shhhh, I love this to flex that we have fresh buns at brunch the next day.
While the dough rises, let us make the garlic butter by beating together the softened butter, grated garlic, garlic powder, parsley, lemon zest, cayenne powder, salt and pepper. Cover and with a lid and set aside.
Line your baking tray with 3 tbsp garlic butter, sprinkle over the stale bread crumbs and coat the bottom evenly.
Once the dough has risen, knock back the dough and divide into 16 equal pieces. Roll each into a tight ball and arrange snugly in baking dish, leaving just a little room to expand. Cover and leave for a second rise of about 30 minutes or until puffy.
Preheat the oven to 375°F (190°C). Brush the rolls generously with half the garlic butter and scatter over flaky sea salt. Bake for 20-22 minutes until deep golden and the rolls sound hollow when tapped.
As soon as the bread comes out of the oven, brush over the remaining garlic butter while everything is still hot. Let cool for a few minutes, then bring the tray straight to the table and serve
